What’s up with that?

TREE FALLS SAFELY—When this dead tree fell across N. Tuolumne Avenue in Thousand Oaks, it landed in the right spot. Once it hit a city street in Thousand Oaks the owner no longer had to worry about it. “The city takes care of it to get the street open as soon as possible with no charge to the citizens. It’s a one-hour job–zip, zip–it’s gone,” said public works director Mark Watkins. If the city wanted to charge the tree owner, it would have to give the property owner a chance to hire a private contractor. Meanwhile, the city would have been forced to provide traffic control.
