City will consider angled parking on T.O. Boulevard
The city is considering having angled parking installed in front of The Lakes shopping center and the Civic Arts Plaza. On Dec. 15, with Claudia Bill-de la Peña dissenting, the council voted 4-1 to review angled parking on Thousand Oaks Boulevard.
Council members Andrew Fox and Tom Glancy revisited the angled parking idea that had been listed in a consultant’s report presented at the previous City Council meeting.
The consultant also recommended adding a movie theater and four-story parking structure to The Lakes to increase business. The shopping center was built on city land, and the city only receives lease payments if the center makes at least a 12 percent profit.
At the earlier council meeting, Fox and Glancy formed an ad hoc committee to study the consultant’s suggestions.
In a report to the City Council/ Redevelopment Agency the two council members recommended the agency fund the cost of developing a final design for angled parking, which would be created with safety for pedestrians and vehicles in mind.
Design costs are estimated at $20,000 to $40,000 depending on the final project scope, a cost Fox and Glancy said should be paid by the Redevelopment Agency.
“City staff believes that the actual project cost may be in the range of $300,000 to $400,000,” said the report.
Glancy and Fox asked the city staff to make the issue a priority. The construction will require review and approval from the planning commission and council.
The two council members also noted that the approval of the angled parking would be considered a “pilot” project. If it works, it could be considered elsewhere on Thousand Oaks Boulevard, they wrote.
