Justin McLaughlin, 17, of Thousand Oaks was killed after he was hit by a vehicle while bicycling at 8:45 p.m. last Friday. The accident occurred on Erbes Road, south of Avenida de Los Arboles.

Traffic investigators said that motorist Claudia Baikalov, 40, was traveling south on Erbes Road when McLaughlin rode in front of her from the center divider. The victim wasn’t wearing a helmet and his bike wasn’t equipped with a headlamp.

McLaughlin was treated by emergency personnel at the scene and was then transferred to Los Robles Hospital where he died.

It was the first traffic fatality this year in the city of Thousand Oaks. No charges were filed because investigators determined it was an accident.
